Affirmatively Furthering Fair Housing (AFFH)


The Fair Housing Act prohibits discrimination through the process of “affirmatively furthering fair housing” (AFFH). The final AFFH rule is intended to provide local governments and public housing authorities more effective means to further the purpose of the Fair Housing Act. The rule establishes an integrated assessment and planning process to take “meaningful action” by evaluating historic patterns of segregation, engaging the community in advancing housing choices and removing barriers that restrict access to opportunity.

Entities receiving federal funding from the U.S Department of Housing and Urban Development (HUD) are required to submit an Assessment of Fair Housing (AFH) to meet their duty to affirmatively further fair housing. The AFH is intended to inform and guide local communities and regions in a multi-disciplinary planning exercise to evaluate housing needs, transportation, livable communities, and access to opportunities among others.
